Leviticus 4:5-7

⁵ The priest who has been anointed shall take the blood of the young bull and carry it into the meeting tent. ⁶ He will dip his finger into the blood and sprinkle some of the blood seven times before the Lord in front of the sanctuary veil. ⁷ The priest shall put some of the blood on the horns of the altar of incense which is before the Lord in the meeting tent. He shall pour out the rest of the blood at the base of the altar of burnt offerings which is at the entrance to the meeting tent.
